To all Foreign Companies seeking to conduct business in/with the Cook Islands. You must register with the Business Trade and Investment Board before carrying out business in the Cook Islands.
Section 17 of the Development Investment Act 1995/96 requires all foreign enterprises wishing to carry out business in the Cook Islands, regardless of duration must register with the Business Trade Investment Board. Failure to do this will result in a $25,000 penalty.

Please be advised all Annual Returns for the year ending 2024 are to be submitted to BTIB BEFORE end of business day 30th June 2025. The investor permit letters of support will not be issued unless the Annual Returns for the year ending 2024 have been submitted.
The Development Investment Regulations 1996, section (8), pursuant to section (34) of the Act, states that foreign enterprises are required by law to file Annual Returns not later than the 30th June in every year.
Process:
Step 1 – Download form: Annual Return Form AF1007
Step 2 – Fill out form, either physically or digitally
Step 3 – Gather additional files or documents that will be attached separately to the form (such as: Financial Statements for the year ending 31st December 2024)
Step 4 – Compile all documents together
Step 5 – Submit documents
